Composing the Priority Score from Route, Battery, and Contract Signals

Each vehicle's priority score is a weighted sum of normalized inputs: hours until scheduled departure, current state of charge relative to the trip's energy requirement, a penalty multiplier for service-level-agreement routes, and a battery-health term that slightly deprioritizes cells already flagged for accelerated degradation. Weights are tunable per depot and re-evaluated on every scheduler pass.

Preemptive Reassignment Without Violating In-Progress Session Contracts

Preemption cannot simply yank power from a mid-session vehicle without accounting for the minimum energy floor already promised to it. When a higher-priority arrival forces contention, the arbitration layer first checks whether any lower-priority session has already met its guaranteed minimum charge before selecting it for relocation to a lower-power stall or a later timeslot, rather than terminating the session outright.
